The proposal of this PR is

Add more functions in endian.h to Windows
Combine config_posix.h.cmake and config_windows.h.cmake
Define ENOTSUP only for mingw-w64 version < 3.0.0
Fixed CMake file on 64bit MSYS2 #141

I modified #141 to search for ws2_32 not libws2_32.a which isn't portable.
