[client] Clamp MSS on outbound traffic

Describe your changes

Clamp all outbound TCP SYNs to avoid MTU issues for routed traffic, including container traffic.

Userspace fw clamping can be disabled with the env var NB_DISABLE_MSS_CLAMPING=true
