[WIP]: rework net_report

[dignifiedquire]

• use more watchables
• drop STUN, ICMP and hairpin, they are not actually needed anymore
• restructure report generation
• more will come..

• feat(netmon): expose local addresses on netmon state net-tools#27

Fixes

• bug: iroh may incorrectly select an unreachable relay (domain accessible but service not running) #3315
