P1 Badge Extract kustomize tarball before executing it

This step downloads kustomize_v5.4.3_linux_amd64.tar.gz directly into a file named kustomize and then marks it executable. Because the URL points to a compressed tarball, ./kustomize edit in the later deploy step will fail at runtime (the file is not an executable binary) whenever the workflow runs. The workflow needs to extract the tarball (e.g., via tar -xzf) before attempting to execute kustomize.
