ci: add automatic PR labeling from linked issues

Summary

• Add label-pr.yml workflow and .github/assets/label_pr.js script
• When a PR references an issue (e.g., "fixes docs: improve README accuracy, add LICENSE and CONTRIBUTING files #42"), labels from that issue are automatically copied to the PR
• Status (S-*), difficulty (D-*), and M-prevent-stale labels are excluded

Test plan

• PR referencing an issue with labels gets those labels applied
• PR without issue reference is handled gracefully (no error)
