The goal of this PR is to start moving to a dotnet tool and update the build to be a simple dotnet pack and dotnet test system.

The initial objectives are:

  • enable building and running test on CI
  • enable execution as a dotnet tool
  • flatten the nested test projects
  • update test projects to use dotnet test
  • move makefile tests into test projects
  • enable test execution on windows
