IcyBoard 0.1.3

Fixed many UI/TUI issues caused by a long maintanance backlog. It should now work again.

• Strongly improved ppl execution engine
• Overworked setup tools
• Config files & directory layout beginning to stabilize
• Compiler/Decompiler is now final (except bugs and future development but both are tested and look good)
• PPL Langauage Server supports now all basic things - go develop your PPLs :). (Only thing missing is an execution/debugging system.)
