Adds boulder workflow [--friction low|medium|high] [--json] on top of the pipeline model: bare invocation renders the medium plan, --json without --friction returns the low/medium/high catalog, and invalid or missing friction values fail closed. The workflow map command is unchanged. Supersedes the standalone operator-workflow model, which duplicated the pipeline stages landed on main.
