Creates the boilerplate for the most lightweight testing package available. Extending configs to support preprod, preview and mainnet can be done with this package programmatically and will be reserved for future updates.

I tested the changes, and they work on local devnet. Just noting that the witness is not implemented in the contract. The contract can be updated with a witness, and the witness can be updated with the additional return type as needed. Going by the readme and the demo of the contract working locally, this is good to go.

Thanks @JAlbertCode -- I'd like to merge this to unblock onboarding, but I'll make another PR for witness changes
