Add package perl-Time-Duration to mariner

This PR adds the perl-Time-Duration package to Mariner.
perl-Time-Duration is required as a run-time dependency for moreutils package. #7017

1. Dependencies: Verified that all the dependencies of the package are already present in Mariner Core repository.
2. Testability of the package: tests available in the package. ptests successful
