move docbook2X package from Extended to Core

This PR moves the package docbook2X from Extended to Core.
This package is required to build moreutils package.
Moreutils is being added to Mariner Core repository as per customer request. #7017

Verified that all dependencies of the docbook2X package are already present in Core repository.
