Summary

Makes Quick Flow review scope-aware and recoverable. A gate-approved plan is hash-recorded as the review baseline, so documented deferrals and out-of-scope work do not fail review.

Changes

  • Adds approved-scope.json after Quick Plan approval and requires implementation/review to validate it.
  • Treats review FAIL as a data verdict, preserving the work in a WIP commit before an explicit partial-ship, Feature Flow escalation, or abort choice.
  • Updates Quick Flow finish behavior, documentation, package contents, and runtime/static contracts.

Testing

  • python3 -m unittest discover -s tests
  • python3 scripts/package-preset.py
  • python3 scripts/build-catalog.py

Quick Flow: a review FAIL is a dead end — it ignores the gate-approved plan and leaves the run unresolvable
