The runner dependency prevents a host from resolving Sandbox 0.3.0, which adds optional confirmed session termination for supporting providers. Accept Sandbox 0.2 or 0.3 and prepare runner release 0.2.2. The runner itself does not advertise that capability; its wire protocol is unchanged.
Validation: the existing 61-test conformance/protocol suite passes against Sandbox 0.2.0. Full precommit passes against 0.3.0 with 97.47% coverage, static analysis, and Hex package build. The refreshed development lock also resolves Mint 1.10.0. Correct the README's obsolete unpublished-package note.
This removes a dependency-resolution blocker for BinaryBourbon/fountain#1732; Fountain integration and live deadline acceptance remain separate work.
