- scan only newly arrived jobs during arrival-only scheduling - rescan the full queue after resource or capacity changes - batch same-timestamp arrival updates for H and P_Q - refresh the EP target once before backfill selection - reuse the EP target across multiple backfills at the same timestamp - add regression coverage for arrival batching and candidate rescanning
