Promote v0.2.20: GitHub native stacks are explicitly opt-in, with ordinary PR/manual-chain defaults. Updates the canonical guidance, dev/DevOps routes, and actual startup/compact-recovery hint with compiled regression coverage.
PR #78 passed all exact-head checks and independent review. This is an ordinary dev-to-main promotion; no native stack registration. Merge after both exact dev workflows and promotion checks pass, then publish through the existing Release workflow after exact main verification.
