Record the current f03 staging gate

Make the authoritative completion documents state the current operational truth:

• exact f03 staging candidate is deployed with the bounded smoke active and browser receipt still pending;
• production remains on exact all-false 451856eb;
• protected production State is 7ffb7ffb, while release main remains c0 and reviewed feat: add Buzzard's Jacobian challenges and def-/instance-hole problem support #36/ci: re-enable regenerate-main via dedicated GitHub App; document CI auth #37 are held behind the staging fixture;
• final staging, packet, and production launch remain explicitly incomplete; and
• separate publication opt-out is explicitly outside the launch surface and must stay disabled and absent from user-facing/API surfaces.

The merge retains every safety gate from #605, including production pause/ordered restore, first due automatic-release verification, race-free issue cutoff, and migration-authority retirement. The diff contains current state only, not a run history.
