Refresh the mutable execution runbook to the selected protected lifecycle candidate 38bd445d2242e71d1d09a304c1c1e78d987895a0 and qualified all-false baseline 451856ebdd4ca4d875e43be7cd113678dea9e1b7.
This removes superseded f09 completion claims and reopens the exact-candidate smoke, cleanup, and production-readiness checklist items. It remains a draft while the active bounded smoke is terminal; final IDs, heads, and all-false readbacks will replace the bounded pending fields before merge.
Only docs/overhaul-execution-runbook.md changes; git diff --check passes.
