• record the exact final staging candidate, lifecycle/intake recovery posture, and current repository baselines
• mark final staging, credential boundaries, and repository launch preparation complete
• bind production launch readiness to the separately reviewed GO packet while keeping launch actions unchecked
• keep historical migration/replay, overlap, retirement, live released-link checks, and the final audit explicitly incomplete
