Revises the completion plan and execution runbook to reserve maintainer interruptions for genuine user-impact, external-repository, irreversible/destructive, production-capability, and scope-expansion gates.
Reversible isolated LeanEval infrastructure preparation is autonomous while production remains disabled. The runbook now reduces the remaining human decisions to coherent launch, historical replay, legacy-key destruction, issue-intake retirement, and any unavoidable exact external-repository action. It also records the completed missing public-image qualification and the live-overlap/final-delta distinction.
No product capability is enabled by this documentation-only change.
