🐛 Improve save_artifact path calculation

Fixes

• Refactor SpatialDataCatCurator.save_artifact() #2456

• Investigate why the SDC might re-ingest data during curation #2455

• We now create a file path to write using create_uuid instead of generating a random number.

• We now also ensure that on reruns, we just use the same Artifact (same hash)
