[quality] ComplianceFooter.parts.tsx has zero unit and e2e coverage #24417

Finding

web/src/components/drilldown/views/ComplianceFooter.parts.tsx (extracted in the
drilldown-splitting refactor merged as commit 74774ba) renders the Compliance
drilldown's footer. It has zero unit coverage and no end-to-end coverage.

Unit evidence: npx vitest run --coverage src/components/drilldown/views/__tests__/ComplianceDrillDown.test.tsx --coverage.include='src/components/drilldown/**' (main @ 74774ba) reports ComplianceFooter.parts.tsx at 0% statements/lines/branches/functions.

End-to-end evidence: e2e/DrillDown.spec.ts is the only e2e spec touching the drilldown modal; it only asserts generic structural affordances and never opens the Compliance drilldown or its footer. No other e2e spec references ComplianceFooter or ComplianceDrillDown.

Priority 1 (high): covered by neither unit nor e2e tests.

Recommendation

Add an RTL unit test rendering ComplianceFooter directly covering its rendered content/actions and any conditional branches (e.g. empty vs populated state).
