[quality] AlertSecondaryTabs.parts.tsx has zero unit and e2e coverage #24416

Finding

web/src/components/drilldown/views/AlertSecondaryTabs.parts.tsx (extracted in the
drilldown-splitting refactor merged as commit 74774ba) renders the Alert
drilldown's secondary tab content. It has zero unit coverage and no
end-to-end coverage.

Unit evidence: npx vitest run --coverage src/components/drilldown/views/__tests__/AlertDrillDown.test.tsx --coverage.include='src/components/drilldown/**' (main @ 74774ba) reports AlertSecondaryTabs.parts.tsx at 0% statements/lines/branches/functions. AlertDrillDown.test.tsx currently has a single smoke test that does not exercise the secondary tabs.

End-to-end evidence: e2e/DrillDown.spec.ts is the only e2e spec touching the drilldown modal; it only asserts generic structural affordances and never opens the Alert drilldown's secondary tabs. No other e2e spec references AlertSecondaryTabs or AlertDrillDown.

Priority 1 (high): covered by neither unit nor e2e tests.

Recommendation

Add an RTL unit test rendering AlertSecondaryTabs directly (it's a presentational component, same pattern as the sibling *.parts.tsx files) covering its tab switch behavior and the data it renders per tab.
