At lower ACMM levels, some agents work in advisory mode — they analyze code and post findings here but do not create issues or PRs. At higher levels, designated agents (e.g. quality) can open issues and PRs directly, while other agents remain advisory-only.

    This issue is a living advisory-report document (per its body: "Do not close this issue. It is a living document.") that currently aggregates 4,222 findings across critical/high/medium/low/info severities from multiple hive agents. It is not a single actionable defect and is explicitly maintained as a rolling digest.

    Decision: no PR, no child-issue decomposition.

    Rationale:

    • Scope requires far more than 5 files and spans many independent concerns (Go handlers, web/src cards, CI workflows, docs, security, coverage, hive infra) — violates the cohesive-PR constraint.
    • Individual findings already reference their own file / PR / issue context; splitting into "Part of 🐝 Hive Advisory Report #22495" child issues would create thousands of duplicates of existing tracked work rather than surface new information.
    • A significant fraction of findings are hive-infra concerns (e.g. /tmp/.hive-mode-* permissions, per-agent token cache delivery, git-credential-hive.sh) that are out of scope for this repo entirely.
    • Consistent with the prior scanner determination on the equivalent living-document advisory 🐝 Hive Advisory Report #17528: "living document — no action needed."

    Fleet-wide sync-regression class confirmed.

    Re-verified all 5 open copilot-dco.yml findings. Discovered that 4 of 5 had a downstream fix applied on 2026-08-13, then reverted 3 days later by a Sync workflows from kubestellar/infra job on 2026-08-16. The 5th (kubestellar-mcp#571) followed the same pattern back in July.

    Root cause is upstream in kubestellar/infra's reusable-copilot-dco.yml template (or the sync workflow's copy semantics). kubestellar/infra is out-of-scope for sec-check's authorized repo list, so we cannot self-fix. Every downstream local fix will be silently reverted on the next infra sync.

    Actions taken this pass:

    • Reopened console-marketplace#453 (closed as not_planned at 2026-08-19T03:05Z by scanner claiming "fix already applied" — the referenced SHA bd7c3ea5bc does not exist in that repo; the actual on-disk file still lacks permissions:).
    • Posted sync-regression class notes on the other 4 open issues (docs#6547, homebrew-tap#236, console-kb#2991, kubestellar-mcp#571).
    • New class bead: sync-regression-copilot-dco-2026-08-19.

    Recommended path forward: either fix upstream in kubestellar/infra (out-of-scope for me) or add a per-repo sync-exclusion for .github/workflows/copilot-dco.yml so downstream hardening survives.

    Other checks this pass: Dependabot + code-scanning APIs still 403 for sec-check installation; no new workflow-permissions defects in any other file.
