Bump rustfmt to 2024 and verify with a let-chain

• takes rustfmt bump from chore: update justfile #1842 (now possible after bumping image versions on e2e in Shift e2e to official rust image with distroless #1855)
• adds in a let chain part from Add Resize subresource for Pod #1851 that got backed out due to rustfmt limitation
• TODO: apply just fmt and merge (causes a big change)

SHOULD WAIT until the current large schema PR is in flight because this HAS to change the formatting to rust 2024.
