docs(changelog): catch up with shipped features (incremental scans, scan rewire, dynamic-test default-on) - #55

Conversation
Promotes the [Unreleased] section to a dated [2026-05-07] header and reinstates [2026-04-29] (Python parser dedent fix) historical entry that was lost in the CHANGELOG sync. The only file change vs public master is CHANGELOG.md — all the feature content (incremental scans, scan rewire, Python call-graph fix, dynamic test hardening, etc.) already exists on public master from prior release commits and the test-suite PR. This commit is the CHANGELOG catch-up documenting what's actually shipped.
