Remove Babel Related Features (#1123)

Vite 8+ can handle React Refresh Transform by Oxc and doesn't need Babel for it. With that, there are no transform applied that requires Babel. To reduce the installation size of this plugin, babel is no longer a dependency of this plugin and the related features are removed.

Superseded by the dependency refresh in v1.2.0.

client/package-lock.json on main was regenerated as part of #1, and now resolves esbuild, @vitejs/plugin-react and vite to 0.27.2 / 4.7.0 / 7.3.6, which meets or exceeds this PR's target. client/package.json was unchanged, since every update fell inside the existing semver ranges.
