Add a project-local Codex skill for failures where tests hang, fail to launch, or are blocked by host resource and process issues. The guidance prioritizes environment investigation and explicit cleanup approval before product-code changes.
Extend the local test runner debugging skill with middleman-specific tmux inspection steps. The guidance identifies safe cleanup candidates from session shape, owner marker, live usage, and pane evidence while preserving explicit approval before deletion.

Expose the project-local test runner debugging guidance through the repo-local Codex and Claude skill symlink directories. Without these links the checked-in skill exists but is not discoverable through the same agent skill paths as the rest of the local middleman skills. Validation: verified both symlinks point at ../../skills/local-test-runner-debugging; no product tests run for this skill install-only change.
