…s roundtrip Rewrite MQ arithmetic coder encoder/decoder to match OpenJPEG reference implementation (context state table, renormalization, flush sequence). Fix Tier-2 PacketEncoder/PacketDecoder pass count encoding per ITU-T T.800 Table B.4: passes 37-164 require 9 ones + 7-bit suffix (16 bits), not the 8 ones previously written. Fix ReadNumPasses to read 5-bit suffix after '1111' prefix (matching opj_t2_getnumpasses). Fix WriteLength to handle length=0 consistently with ReadLength. Fix EbcotBlockCoder to pass actual code block dimensions. Fix SubbandDescriptor GetHashCode. Fix HtCleanup dead code and potential infinite loop. Fix HtBitIO ILW range validation. Fix HtBlockEncoder pass length tracking. Fix HtMagRef/HtSigProp buffer validation. Fix MelCoder byte stuffing. Fix ConvertCommand data race. Fix ProgressiveCodecTests parameters. All 20 EBCOT regression tests pass including 16-bit lossless. Full suite: 2889 pass, 0 fail.
Each of the 8 test runs (7 projects + 1 multi-target) was writing to the same coverage.cobertura.xml, with each overwriting the previous. Use --results-directory to collect per-project coverage files in a shared TestResults directory, and point Codecov at that directory so all reports are uploaded and merged.

Its docs state it "maintain[s] state arrays that are reset per call" and concurrent use requires separate instances. J2kEncoder: create per-thread EbcotBlockCoder in Parallel. For to avoid data races on shared mutable encoder/decoder state arrays. ConvertCommand: add ensureDirectory parameter to DetermineOutputPath so dry-run and collision-detection calls no longer create subdirectories. J2kDecoder: hoist cbBuffer allocation before the subband loop and reuse it across code blocks. When actual dimensions match the full code block size, decode directly into cbBuffer to skip the intermediate packed array allocation.

The --coverage flag requires Microsoft.Testing.Extensions.CodeCoverage which was never installed, so no coverage files were ever produced. Add coverlet.collector to all test projects via Directory.Build.props and switch to --collect:"XPlat Code Coverage" which is the standard approach for dotnet test with NUnit/coverlet.
NUnit3TestAdapter v6 + Microsoft.NET.Test.Sdk v18 use Microsoft.Testing.Platform which doesn't support --collect. Revert to -- --coverage --coverage-output-format cobertura which the built-in coverage extension handles. Remove coverlet.collector which conflicts with the new test runner.

Microsoft.Testing.Platform writes coverage as {guid}.cobertura.xml
which doesn't match Codecov's default search patterns. Use find to
locate *.cobertura.xml files and pass them explicitly via the files
parameter with disable_search.

Summary by cubic
Implements a full HTJ2K block coder and integrates it for faster tier‑1, with CAP marker support, presets, multi‑tile/parallel pipeline, progressive decode, a convert CLI, and Vector256 SIMD. Also rewrites the MQ coder and fixes Tier‑2 pass count encoding to restore EBCOT correctness (incl. 16‑bit lossless); CI uses Microsoft.Testing.Platform coverage flags and now glob‑collects coverage files from TestResults for Codecov uploads.

High-level PR Summary
This PR implements the complete HTJ2K (High-Throughput JPEG 2000) block coding pipeline per ITU-T T.814, replacing the previous EBCOT-based delegation approach. The implementation includes three main components: (1) Multi-resolution subband infrastructure (
SubbandDescriptor,SubbandPartitioner,TileComponent) fixing the critical LL-only subband bug from Phase 21, (2) Complete HT tier-1 coding with three passes (HtCleanup,HtSigProp,HtMagRef) using VLC lookup tables, 13-state MEL run-length coding, and three-stream bidirectional bit I/O, and (3) Full codec integration throughIBlockCoderabstraction, dynamic CAP marker generation, named quality presets (Diagnostic/Archive/Review/Fast/Lossless), multi-tile encoding with parallel decode,IProgressiveCodecinterface for resolution-level access, Vector256 SIMD acceleration for DWT, and thesharpdcm convertCLI command for batch transfer syntax transcoding. The implementation delivers 433 new tests across conformance validation (PSNR/SSIM quality metrics), property-based testing with FsCheck (50 iterations × 6 properties), EBCOT regression suite (17 tests ensuring no pipeline breakage), and BenchmarkDotNet performance suite with smoke tests confirming 1.6-4.7× speedup over EBCOT in block-level coding operations.⏱️ Estimated Review Time: 3+ hours
