test: guard bloomberg rss e2e against feed outages

Summary

• keep the Bloomberg businessweek E2E coverage in the parameterized test matrix
• treat Bloomberg RSS HTTP failures, empty feeds, and fetch failures as expected restriction conditions in E2E
• avoid red CI caused by external Bloomberg feed volatility while preserving coverage when the feed is healthy

Verification

• npx vitest run tests/e2e/public-commands.test.ts --reporter=verbose
• verified earlier in a sibling worktree with the identical patch and installed dependencies; result was 46 passed, with businessweek logged as skipped when the feed returned no items
