Return OBB on same device as input points

Motivation and Context

Fix failing test OrientedBoundingBox/OrientedBoundingBoxPermuteDevices.CreateFromPoints

Description

This patch copies the returned OBB to the same device as the inputs to align with the behavior of the PCA method.
