Implementation of RFC 0072 - Pluggable transfer types

Description

This PR implements changes from RFC 0072 - introduction of pluggable transfer types. IfFileIsLocal has been
removed in favour of more generic IfTransferType.

Note: needs inveniosoftware/invenio-records-resources#604
