Referee Commision Policy

This pull request adds the Referees Commission Policy document that was
provided in Microsoft Word format by the Sport Development Director, Peter
Topp.

I think this document is too large as a single policy, and should be broken up into a number of smaller documents.

• Referee Selection Policy (criteria, attend tournaments, national squad)
• Referee Awards Policy (flag bearer, referee of the tournament, gold badge)
• Referee Appointments Policy (match appointments, finals appointments)

I'm not sure we need judiciary policy specifically for referees. We have a single code of behaviour with a section that specifically applies to referees (the Officials Code) and it would seem to make sense for there to be a single judicial policy for all participants.

Extracting the above into separate documents would only leave the introduction and appointment sections, plus the appendices. At this point it would be worth using the latest versions of other policies (such as the Event Commission Policy) to utilise the similar structure, as the language and document flow is very different in this document from the more recently produced ones.
