Add mapping for IFs v8.54

This PR implements the mapping started by @VassilisDaioglou in IAMconsortium/common-definitions#410, but it omits the model-name-prefix because the native regions are all countrIy names.

I double-checked the codes used by IFs v8.54 against the nomenclature.countries module (read the docs) and found the following inconsistencies:

• IFs code -> alpha_3 code (country name)
• KSV -> KOS (Kosovo)
• ROM -> ROU (Romania)
• TMP -> TLS (Timor-Leste)
• WBG -> PSE (Palestine)

Any chance to harmonise the IFs v8.54 reporting to use the correct alpha-3 codes?

Also, there is a discrepancy: in the mapping, the code "COG" is mapped to "Democratic Republic of the Congo", but according to https://en.wikipedia.org/wiki/ISO_3166-1_alpha-3, COG stands for Congo and COD stands for "Democratic Republic of the Congo". Please double-check.

Thanks for the PR and ping @VassilisDaioglou. While double-checking, I noticed that at least these small countries only appear in the "World" mapping, not the R5/R9/R10 aggregates. If it is only those, it probably doesn't matter - or do you want to take another look?

@danielhuppmann thanks for checking this. Indeed a deeper check showed multiple problems with quite a few countries missing from R5/9/10 aggregation, as well as some mistakes. I think i have fixed them all in #25 - please check.

Thanks @VassilisDaioglou for checking carefully. I trust that this is ok now. And once @dc-almeida will implement a proper country-to-Rx-aggregation Processor, this will never be as tedious again... IAMconsortium/nomenclature#587
