feat: public skills and skill packs

Adds the ability to make skills public along with public install tracking (only when installed through skilless.dev for install counts, still no telemetry or anything in the CLI)

Adds the ability to create a "skill pack" which is just a JSON file with a skills key that links to sources of skills:

These packs can also be made public and published to skilless.dev to share on the leaderboard.

Packs can also be served from anywhere so you could have a pack serving skills from your personal site like:

skilless add https://example.com/skills

And as long as the json is in the correct format skilless will accept it and be able to resolve the skills referenced by the pack.

This PR also comes with multiple improvements across the website such as consistency, being able to add skills from git repos to your library, better management of skills, projects, and more.
