Update Ember version compatibility

📌 Summary

If merged, this PR updates our components README file to document the minimum version of Ember that we support with the HDS 5.0.0 release.

🛠️ Detailed description

4.12.0 is the last LTS version of the 4.x.x series of Ember LTS releases. We are adopting it as the new minimum version that we support.
