NUS Downloader is the current application referenced in the guide for obtaining resources from NUS. As referenced in another pull request, this program is outdated and depreciated. This PR seeks to transition to NUSGet, a more user friendly and actively maintained application for the same purpose.

1. Repeat steps 2-5 with `IOS` -> `000000010000003A` -> `Latest Version` and `IOS` -> `0000000100000050` -> `Latest Version`.
1. Download the archive corresponding to your operating system. For Windows users, you should get `NUSGet-Windows-x86_64-onefile-bin.zip`.
1. Unzip the archive and run NUSGet.
1. Go to `System` > `0000000100000002 - System Menu` > `Your Region` and then select the latest 4.3 version of the menu (e.x. `v513 4.3U` for USA). Uncheck `Keep encrypted contents` and press `Start Download`.

Is there any reason we haven't had any more movement on this PR? Would love to get this transition to NUSGet in.
