The default Go version is currently 1.21, but it's EOL since 13 Aug 2024: https://endoflife.date/go
This PR bumps the Go version to the latest version 1.23.
Notes: This PR should be merged after actions/go-versions#110, or the workflow will pick 1.23.4 instead of the latest 1.23.5 security release.
