Collect KernelSteps under parent NcclOps, export ncclProfiler_v6, and derive parent duration from GPU clock spans. Bump NCCL submodule to the kernelstep-profiler fork and enable optional latency-file flush. Co-authored-by: Cursor <cursoragent@cursor.com>

Link each P2P to NCCL's parentGroup handle and emit one parent CO (all_to_all or sendrecv) so consumers can intern the group instead of reconstructing per-peer waves. Co-authored-by: Cursor <cursoragent@cursor.com>
