Description

to avoid issues such as

[api/go:lib] build started (version 5bce824fdb96543d9a23000e405c27e0000d4661)
[api/go:lib] package build failed while preping
[api/go:lib] Reason: cannot read go.work file: go.work:3: unknown directive: toolchain


          Bump modfile to add toolchain support
