Reverts GitHub Copilot CLI from 0.0.363 to 0.0.358.

Changes

• Updated DefaultCopilotVersion constant in pkg/constants/constants.go
• Updated corresponding test expectation in pkg/constants/constants_test.go
• Recompiled all 46 workflow lock files via make recompile
