feat(react): add useAccountsByOwner hook for querying accounts by owner with custom decoder support

Problem

Issue #277 requested a new React hook useAccountsByOwner to fetch all accounts owned by a specific address. This is a common pattern in Solana development, especially for fetching token accounts, NFTs, or other program-specific accounts associated with a wallet.

Without this hook, developers had to manually:

• Construct getProgramAccounts filters
• Handle the RPC response format
• Manage loading states and caching
• Deal with TypeScript typing for decoded data

Summary of Changes

This PR implements the useAccountsByOwner React hook with the following features:

Core Functionality:

• ✅ Query accounts by owner address using getProgramAccounts
• ✅ Flexible filtering with programId, dataSize, and memcmp support
• ✅ Custom decoder support for typed account data
• ✅ Full TypeScript support with proper type inference
• ✅ TanStack Query integration for caching and state management
• ✅ Efficient query key generation for optimal caching

• packages/react/src/hooks/accounts-by-owner.ts - Main hook implementation
• packages/react/src/__typeset__/accounts-by-owner.ts - Comprehensive type tests
• examples/use-accounts-by-owner-example.md - Usage examples and documentation

Files Modified:

• packages/react/src/hooks/index.ts - Added export for new hook

Testing & Validation:

• ✅ TypeScript compilation passes
• ✅ Builds successfully for Node, Browser, and Native targets
• ✅ Formatted with Prettier
• ✅ Comprehensive type safety tests

Not Included (Future Work):

• Subscription support (subscribe?: boolean) - intentionally deferred
• Pagination - mostly implemented client side, but if want to do server side then we can implement that too
• Unit tests - placeholder exists, tests to be added after real-world testing
