Add a "Set Contract Package" customer action in gsAdmin that posts a package uid to the new _admin contract/package endpoint. It moves the org's current billing platform contract to that package immediately, without checkout, so admins can set packages that are not self-serve. The action only shows for orgs on the billing platform and requires billing.admin, matching the backend.

Add a "Set Contract Package" customer action to gsAdmin. It takes a package uid and posts it to
/_admin/customers/{org}/contract/package/, which moves the org's current billing platform contract to that package immediately. There's no checkout, proration, invoice, or rollover, so admins can set packages that customers can't self-serve into. The action only shows for orgs on the billing platform and requires
billing.admin, matching the backend. Confirm stays disabled until a uid is entered, and backend errors (unknown package, pending change, no contract) are shown as toasts.Depends on getsentry/getsentry#22803. Deploy the backend first: until then the endpoint 404s and the action shows an error.
