this PR modifies the tech to allow routing and auto-transitioning between the multiple cross sections defined in the PDKs

TODO:

  • add layer_transitions to PDK
  • get tests passing
  • implement for other PDK flavors
  • for rib, confirm if slab should be fixed width or fixed enclosure. if fixed enclosure, update cross section function
  • add demo of routing with auto transitions
