Minor Updates

This PR has several minor updates now that the repo is at gdcc:

• GeoIP db install references Dataverse Guides where the process (involving a cost-free license and running an updater) is described
• Adding robots and machine files
• Pointing to the gdcc copy of those in the config
• Restoring 'memoize' in the comments as its a technical term
• Using make-data-count-report for the output file as this is the name referenced in the counter_daily.sh script at Dataverse
• Changing the repo to gdcc in the install readme
