About the PR
Figure a lotta shenanigans that couldn't occur because everyone had pens should have some chance of occurring. Also, I doubt a lot of people pack pens IC, since I'd assume you'd do your paperwork at the HoP's or something. Could be a new PR to make pens a loadout option, but that's not this PR. Took away pens from the basic prototype of PDAs, so if we add a command PDA sometime in the future, give em a luxury pen or something. Filled the no pens gap with the funky pen lathe recipe #1549 PR by @Komonighub and the luxury pen PR #3052 by @pirakaplant . Not really sure how copyright works with me not exactly copypasting these PRs, but rather staring at it as a reference soooo... please complain at me if i fucked something up.
Why / Balance
More bureaucracy shenanigans! Hopefully. You can also pass over an explosive pen to your target who needs to do some paperwork so... it should be interesting. Note that people writing with these will blow themselves up. People would probably be more worried about someone holding a pen OOC, but that's a risk I'm willing to take for shenanigans.
