Add Biome to format frontend. Also update pre-commit and CI to check for it.
Most of these changes are because of whitespace differences (we now enforce spaces instead of tabs). Biome's , but OSX's formatter is still pretty beta, so let's try this out and revert to ESLint/Prettier if it fails.
Linting errors haven't been fixed yet - upto individual developers.
