PR to update the thermal blanket file and then update the atmospheric transmission code to work with UTC times.
I've tied these since they were both in the attenuation section.
Docs and figures have been updated and a new example in the gallery now exists.
This PR requests the code version to v1.0.2->v1.0.3.
Other edits for the newer version is an update to the data guide/docs following feedback and @thanasipantazides 's update to the instrumentation figure.
