STCOR-1031 supply stripes-core.settings.read permission set

Supply a permission-set containing all the permissions necessary to successfully execute all the API queries that happen during session-init (e.g. reading the tenant's locale, the user's application-order, etc etc). Defining (and updating!) a single permission set here allows other apps to consume this pset and (more importantly) to inherit changes to it without needing to know about them.
