Updates to the rnachipintegrator tools to work with the latest version of RnaChipIntegrator (3.0.0):

Update dependencies to rnachipintegrator 3.0.0 and Python 3.9
Add support for the new --edge=tes option


          rnachipintegrator: update the tool to use version 3.0.0 + Python 3.9.
