Bug: Saved Searches created by Phone Link doesn't work

Description

When I open a Saved Search created by Phone Link for the phone, it displays NotAFolder as the result.

This was possibly fixed by #14302 in an older version, but on the latest preview, I still can't open a Saved Search.

Steps To Reproduce

1. Open a Saved Search on Files Preview.

That is already the complete step. Simply double-click or open any .search-ms file in Files Preview, and it will fail with NotAFolder.
For me, I tested path C:\Users\xmcn\CrossDevice\<PhoneName>\Saved Searches\Recycle bin - Connected device.search-ms.

This is automatically created by Windows if you opened display device on File Explorer feature on Windows Settings.
Path on Windows Settings: bluetooth and other devices settings -> mobile devices -> <PhoneName>
